I was first elected to the Alabama House of Representatives in 1994 and have been blessed to represent the wonderful and caring citizens of Montgomery and Elmore counties for nearly 16 of the last 20 years. God opened doors to serve my constituents in every area—from our first class volunteer fire fighters and EMS professionals, to teachers and school PTAs and PTOs in the twenty-five schools located within my district, local city, county, and town leaders, as well as civic, charitable, and church-based organizations and Chamber of Commerce members in each city of my legislative district. I am honored to have supported our active and retired military men and women and valuable public employees from every agency of state government. Truly a remarkable experience has been entrusted to me during my four terms in the Alabama House of Representatives.
Taking full measure of my years of public service and emboldened by the prayers of family and friends, I shall retire from the Alabama House of Representatives at the completion of this term in November 2014. Humbled by the trust and confidence placed in me by the voters over eight primary and general elections during my sixteen year career, I stand and offer my hands and heart of gratitude for the blessings of serving my constituents and the State of Alabama.
I have cast thousands of votes on legislation during the years, some more popular than others. Nevertheless, the record reflects I missed only 5 legislative or committee days in twenty-five regular or special sessions of the Alabama Legislature. Other than my focus on constituent services, casting votes has always remained my highest privilege.
In my sixteen years in the legislature, I have been honored to serve in a wide array of positions including Chairman of the Joint Legislative Medicaid Committee, Chairman of the Joint Energy Committee, Chairman of the House Local Legislation Committee, Chairman of the Montgomery Legislative Delegation Committee, Chairman of the Internal Affairs Committee, Vice-Chairman of the House Ways and Means Committee, Vice-Chairman of the House Insurance Committee, and a Member of the House Banking Committee, House Health Committee, and the House Committee on Agencies, Boards, and Commissions. I am privileged to currently serve as President of the National Conference of Insurance Legislators (NCOIL) and on the Executive Committee of the National Conference of State Legislatures (NCSL), while also serving as Chairman of NCSL’s Health Reform Implementation Task Force. During my legislative career I sponsored significant legislation such as the Constitutional Rainy Day Funds, numerous budget reform initiatives, significant energy related legislation as well as health care reform measures.
The 2014 Regular Session begins on Tuesday, January 14, 2014, and I look forward to a session which will be one of the most challenging due to the fiscal dilemma of the state’s General Fund budget for fiscal year 2015 and beyond. Nevertheless, the legislature and Governor Robert Bentley have focused our legislative initiatives on creating tax-payer savings in excess of $1 billion through agency consolidations, budget reductions, and debt repayments ahead of schedule. As a Republican serving under a super majority of Democratic party control until November 2010 when the Republicans gained a super majority in the House and Senate, the hard-fought reforms enacted during the last three years have built a more stable foundation of fiscal transparency and accountability yet work remains as our citizens are increasingly returning to new jobs across the state.
The Apostle Paul instructed the faithful in 2 Corinthians 3:2 that, “each of you are our letter, written on hearts known and read by everybody…written not with ink but with the Spirit of the living God, not on tablets of stone, but on tablets of human hearts.” Thank you for giving me the honor to serve and I pray each of us will continue to leave behind letters of encouragement, duty, and service in the lives of others.
